The New Covenant Church had its auspicious beginning in 1972. It was originally known as the Inner-City Outreach Ministry (IOCM). God inspired Elder Fred W. Washington of 29 years of age to move by faith and establish a ministry in the south side of Minneapolis. The church was founded with the mission to reach out into the community with the message of hope and deliverance through Jesus Christ.

  • Bishop Fred W. Washington  - Senior Pastor/Founder       


    Bishop Fred W. Washington is a native of Fairbanks Louisiana. He was licensed to the Gospel Ministry in August 1964 and was ordained to the Gospel Ministry in 1970. Bishop Washington founded the New Covenant Church of God in Christ in 1972 and continues to serve as the Senior Pastor. In 2006 Bishop Washington was consecrated to the sacred office of Jurisdictional Bishop. He serves as the Jurisdictional Prelate of the Minnesota Ecclesiastical Jurisdiction overseeing 40+ churches throughout the state of Minnesota.  Bishop Washington has been  married to First Lady Barbara Jean Cotton Washington for 49 years. First Lady Washington has a rich Church of God in Christ history, in that she descends from the Later Mother Lizzie Roberson, the first National Mother of the Church of God in Christ. Together they are the parents of three sons and two daughters, and they have fifteen grandchildren.

  • Elder Demetrius A. Chester - Youth Development & Outreach Pastor       

    Elder Demetrius A. Chester is a native of St. Paul Minnesota. He was licensed to the Gospel Ministry in January 2008 and ordained to the Gospel Ministry in 2015. Elder Chester holds a Bachelor of Arts Degree in Communication and Religious Studies from St. Cloud State University. He also holds a Master of Arts degree in Executive Leadership from Liberty University.  Elder Chester was appointed as the Youth Development & Outreach Pastor at New Covenant in February 2014. He is married to Missionary Nyre Chester  who serves as the Unit President of the Young Women's Christian Council at New Covenant and together they reside in the city of St. Paul.

  • Supervisor Patricia A. Hayes - Church Administrator

    Supervisor Patricia Ann Hayes is a native of the Shore Region of New Jersey. She gave her life to Christ at the New Covenant Church of God in Christ in January 1980. Supervisor Hayes received her Missionary License in 1982 and her Evangelist License in 1984. In November of 2008 she was installed as the Supervisor of the Department of Women for the Minnesota Jurisdiction. In November 2015 she was elevated to the Advisory Committee of the International Department of Women, Church of God in Christ, and serves as its Assistant Secretary. Supervisor Hayes faithfully serves the New Covenant Church as the Church Administrator.

Our Beliefs


We believe the Bible to be the inspired and only infallible written Word of God.


We believe that there is only One God, eternally existent in three persons: God the Father, God the Son and, God the Holy Spirit.


We believe in the blessed Hope, which is the rapture of the Church of God, which is in Christ, at His return.


We believe that the only means of being cleansed from sin is through repentance and faith in the precious Blood of Jesus Christ.


We believe that regeneration by the Holy Ghost is absolutely essential for personal salvation.


We believe that the redemptive work of Christ on the Cross provides healing for the human body in answer to believing prayer.


We believe that the Baptism of the Holy Spirit, according to Acts 2:4, is given to believers who ask for it.


We believe in the sanctifying power of the Holy Spirit, by whose indwelling the Christian is enabled to live a holy and separated life in the present world.
